Privacy commissioner announces investigation into sports organization

The Privacy Commissioner of Canada has launched in an investigation into the World Anti-Doping Agency after receiving a complaint about the handling of biological samples collected from Athletes.
“Organizations” must comply with the the Personal Information Privacy Electronic Documents Act. This would appear to include Sports organizations. The Act however requires a commercial activity to be involved. Usually something akin to providing personal information for a fee.
Details of the investigation are not being released at this time.
