Yes that’s right! Under Canada’s privacy legislation a business that collects personal information from a customer is accountable for the personal information even when it’s stored with a third party cloud provider.
The first step is to check the contract between the business and the cloud provider. Free services tend to have ‘take it or leave it’ contracts. In which case businesses are advised to pay for their service and negotiate the terms of the contract so that they are compliant.
